Measure the hole on both sides. Maybe one is larger. I think they are tapered from both sides. File down to get it all the way through. File off enough so the handle goes in to where the handle tapers abruptly. Cut off the excess sticking out with a hacksaw.The wedges expand the end so it won't come out because of the taper in the middle.

Use a woodwedge in the long dimension and the narrow way use a metal wedge or 2, other trick ias if you have a good dry area like abasement heated with wood and low humidity let the handle dry in that space for a few weeks then install it in the head.
