I've mounted a few toolboxes, fuel, oil tanks, and tag axles. I've always used whatever we had in the drill bit indexes by the drill press. Probably started with 1/4", then 1/2", and finish with a tapered reamer. I have a 5/8" reamer with a 1/2" nut welded on it that was given to me by a friend that worked in a truck shop mounting tag axles that has reamed thousands of holes with a 1/2" impact wrench. I always use water for coolant for ease of cleanup.

I've had very little problem drilling holes in truck frames.
