A sprayer pump will suck probably 10' height, but slowly. If you're driving a gas vehicle, then engine vacuum will usually do it, can always hold the RPM's up to speed up the process. A glass jar with two hoses in the lid will serve as a trap to keep water out of your engine, if you're watching.
